Proposals seek to improve learning and achievement among all students.
Representative Eric Pettigrew (D-Seattle) and Senator Steve Litzow (R-Mercer Island) each proposed bills aimed at improving student achievement, especially in low-performing schools. House Bill 2427 and Senate Bill 6203 calls for a comparable statewide system so all educators can be evaluated fairly based on individualized professional and student growth. Under the companion proposals, "(Teachers and principals) would be required to have an 'individual growth plan' designed to help them increase their skills based in part on their performance evaluation," wrote Erik Smith of Washington State Wire. The evaluation scale would be 1-4, with a 1 being the lowest. Those teachers and principals that receive a 1 for two straight years would lose tenure or provisional status. Tenure would be gained by those receiving a 3 or 4 three times within a five-year period.
