Cuts made, but no new taxes.
Lawmakers released the 2011-2013 state operating budget early Tuesday. The budget has cuts for every state agency and department, as well as cuts for K-12 teachers and other school employees. The budget does not eliminate the state's Basic Health program as orignially feared by many. State universities are also allowed to raise tuition in order to recover the money lost with cuts in this budget.
