The Spokane City Council approved a new law on April 4 that potentially bars contractors who do shoddy work or violate building code from bidding on city projects.

The law will require the lowest bidders on city contracts to complete a questionnaire about compliance with safety, labor, environmental, and other considerations.  If the city determines the lowest bidder irresponsible, the second-lowest bidder could be selected.
